Peter Goodhall 4fe8ca4093 Handle AMSAT override for OscarWatch ... Add a persisted `force_amsat` OscarWatch user option, expose it on the user edit form, and keep the AMSAT upload setting in sync when OscarWatch status uploads are enabled.
