031f06f6dd Make Cumulative spectrum type usable 
Values were in power scale format, not db scale, so you needed like, all the power to move the needle at all. Converts to dB scale non-destructively, in a read-only manner. Results should be practically identical to those displayed by WSJTX.

36b617febf Split apart flat4() function 
Perform power to dB conversion in C++, leaving only flattening to perform in Fortran. Concerned that the Windows environment is ambiguous about the size of c_bool, so eliminating the possibility.
