Remove image optimization step in web build stage
...
Resolves an issue with non-producable builds, and also removes a lot of
npm dependencies.
We only bundle a single image, and the original is less than 20 kB
already.

Get web build working

I can't currently build this at all because `node-sass` is old and requires python2. The replacement `sass` does not.

Start using npm and webpack
...
This deletes all vendored libraries, uses npm to declare them (same version that was deleted), and uses webpack to compile and optimize web assets.
