Jamie Vital	a16dca70cf	Fix excess DC spike with RTLSDR ... I was investigating why I get a much better signal in goestools than SatDump. I finally traced it down to how the samples are read from the RTL-SDR. This commit makes SatDump's RTL-SDR handler mathmatically match goestools.
