Add localization support to launcher
...
Adds localization across the launcher and includes English, German, Spanish, French, Italian, Japanese, Korean, Dutch, Portuguese, Ukranian, and Chinese. These localizations were generated by Claude 3.5 and need to be reviewed by a human for accuracy.

Add ability to modify a game's installation

- DownloadService has been renamed to InstallService
- In the library item context menu, there is a new option "Modify". This allows the user to selsct any additional addons to install as well as move the game to a separate storage location.
- Fixed issue where transfers were being double updated for installs
- Force UI update whenever queue is updates

Refactor game launching
...
Changes to game launching:
- Games can now be launched using the SDK
- Games can be stopped by the SDK
- Running games are tracked by the SDK
- Game state in play buttons are now tracked by polling SDK game service
- Library service no longer controls any launching/stopping/tracking
- Actions now are keyed in the manifest
- Game launching occurs in a GameExecutionContext
- Game launching variables have been consolidated

Rename project files, namespaces, artifacts
...
Client has been renamed to launcher, and thus namespaces and artifact names had to change. The server project has also had some artifacts renamed in order to create a more clear separation of builds. This will break auto-updates before v0.9.0.
