ci/cd: refactor Lua strings/gotos and update CI checks (#3843) 
• Refined CI to run checks and tests on pushes and PRs, and to gate
build jobs on test success.
• Updated dependency and runtime setup to use Luajit for
validation/compilation checks.
  • Tweaked linters/validation to invoke Luajit-based checks.
  • Limited a formatting commit step to PR events.
• Clarified workflow permissions and simplified automated PR/comment
assembly.
