	  common/op_switch.h, common/operations.cpp: Add Actuate to the
	  cyphesis core custom operations.

	* rulesets/Entity.cpp, rulesets/Entity.h, rulesets/Character.cpp:
	  Add handlers for Actuate to the operation routing interface.

	* data/devices.xml: Add example device.

	* data/Makefile.am: Add new devices file.

	* data/operations.xml: Remove temporary soft Actuate definition.
