* configure.ac: Require Python 2.2 or later. Increment version.

	* rulesets/Py_Statistics.cpp: Remove commented out code, and add
	  initialisation of the entity pointer in this type during
	  construction.

	* rulesets/Py_WorldTime.cpp, rulesets/Py_Statistics.cpp: Use tp_free
	  in tp_dealloc as instructed by the latest documentation.
