Alistair Riddoch 4482d8ff9b Initialize m_target - was floating before
This was causing activations which don't specify a target type to fail,
as m_target was holding a random value, and also causing debug to segfault.
Checks in tests did not pick it up, though valgrind showed those tests were
branching on uninitialised data.
