bufdev a9578624f9 Add Buf OSS tools to third-party list (#27435) 
This is a bit cheeky, but when looking at https://github.com/protocolbuffers/protobuf/pull/23919, I realized we had never added Buf's OSS tools to the third-party list! And by any objective measure, in each category in this PR, they're the most widely-used third-party tools in 2026, so I figured I'd put this up.

Closes #27435
