c4b675c27e [City] Server now hosts functioning lots. WIP. 
- VMNetDrivers no longer handle raw networking
- VM networking therefore no longer uses GonzoNet
- Nuked GonzoNet from space
- General cleanup, fixes. Lots of them, more to come.

NOTE: right now avatars must have an ID > 65536 to be controlled
correctly in a lot. This will be dealt with soon.
