401711a5c2 Drop useless if condition. 
attack_motion is initialized to zero then immediately checked as '!attack_motion' -- always true.

ddede82b8a Missile attribute adjust based upon config. (missile_attr_adj) 
Defaults to no change.
Can be changed live with /missileadj [float]

3a8fba77a0 Fix up client commands for starting/stopping events. Now offers more robust feedback if event string is not found. 
Does not errantly declare event already active if not found or not active if event not found.
