Roger Crew 8f065dce34 Makefile cleanup; introduce XT_(var)s
Split CSRCS into COMMON_CSRCS and XT_CSRCS (extension sources)
Split HDRS into COMMON_HDRS and XT_HDRS (extension headers)
  (more preparation for supporting extensions
  're' (regexps) and 'ucs' (unicode) will be extensions...)

Remove OPT_CSRCS (because confusing)
  OPT_NET_SRCS are weird because they only ever
  get #included in other .c files;
  we don't need 2 different makevars for them.

LIBRARIES -> LIBS (per HPA)
  but apply this to all builds not just the moo executable

SRCS -> ALL_SRCS
  anything that is only for building the tarball
  should have ALL_ in its name

CLIENT_SRCS -> CLIENT_CSRCS

introduce XT_DIRS
  for any subdirectories we might need
introduce XT_LOBJS,
  for any libraries/objects needing to be built in subdirectories
  reserve LIBS for system-installed shared libraries

introduce placeholders for XT_MAKEVARS and XT_RULES
