Improve translation updates (#2712 )

* First step of improving translation updates

This commit triggers on pushes to the development branch and pull requests:
Development branch pushes trigger lupdate pushes, if any CPP files are changed. The changed TS file is then pushed to a branch and a labeled PR is created.
The pull request trigger auto-approves the PR.

* Add automerge

* Add configuration file for pr-labeler

* Configure automerge to merge only translations PRs

* Delete translation PRs

* Add UI files to the filter

* Update main.workflow

* Move two actions to separate workflows to supply correct data

* Fix first workflow resolves

* Use xmlstarlet to remove line numbers
