25007d12cd chore(docker): update docker-compose and remove development Dockerfile 
- Updated docker-compose.yaml to version 3.8, modified postgres service to use alpine image.
- Removed Dockerfile.dev as it is no longer needed.
- Added init.sql for database initialization with UUID extension and timezone configuration.
