* Changed: pol.cfg settings HideWarningGump and HideWarningItem to ShowWarningGump and ShowWarningItem. This positive logic is consistent with all other console output settings.
Default is zero (0). The output will not be displayed unless set to one (1).
* Set default behaviour for ShowWarningGump and ShowWarningItem to display warnings (1).
* Added ShowWarningGump and ShowWarningItem settings to pol.cfg.example.

Authors are not forced to use the clang-format setting, but should
atleast be inspired by the style.
The only thing which is now not allowed are tabs for ident/alignment!

Next step should be to split them based on usage, since its currently a bit of include hell...
Created a new file (msghandl.cpp) and moved the code from pol.cpp there.
Moved related files to the "network" folder, where they belong. Fixed
include names... (we should make this relative to the project root!)
Coverity complained about not checking when calling slot_index(0). To
make it clear that it can't fail, I've added a reset_slot() and changed
where needed.
