Add top-level LICENSE file (Artistic-1.0 + revised TinyMUD notice)
Restate the existing license in a root-level file so GitHub's license detector recognizes it. Mirrors mux/include/copyright.h and debian/copyright; no change to actual licensing terms. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
