Stephen Dennis 5c76e28980 test(config): accept Phase 0's loud LIMITED at the lowered-limit case (#1751) 
Phase 0 (#1753) turned budget exhaustion from decline-then-interpreter-
re-run into a committed loud POST-ENTRY DECLINE, and the luajit
harness's budget pin was re-binned accordingly -- but this suite's twin
assertion still expected the interpreter's error text, so make test
went red the moment #1753 merged.

The case's INTENT is "runtime @admin takes effect", and either error
proves it: the loud decline names ECALL_LUA_LIMITED and fires exactly
when the lowered limit binds.  Accept both texts, with a note that
Phase 3 (interpreter-identical LIMITED) tightens this back to one.
