Two BETA cycles (.12 on 2026-03-19, .13 on 2026-03-28) plus 5 weeks of soak with no incoming reports. Practical reality: the 2.13 BETA audience has largely moved on to 2.14 ALPHA, so additional soak buys nothing. Going final. No source changes from 2.13.0.13. - _build.h: 2.13.0.14, 2026-MAY-01, BETA define commented out - dounix.sh / dowin32.sh: OLD_BUILD=13, NEW_BUILD=14 - TOCs: BETA.md moves from patchable to removed (file stays in tree but is excluded from the distribution, matching the 2.12-era pattern) - CHANGES.md: header date updated to release date Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>
