Evan Benn 15d8bf14af Kconfig: (APP-3120) Add KERNEL_DYNAMIC_DEBUG_CORE 
We want to enable pr_dbg in our driver module, so add a config that only
enables DYNAMIC_DEBUG_CORE instead of all of DYNAMIC_DEBUG, which would
compile in all the kernel pr_dbg strings.
