James Haggerty 97ec2af51e umdns/procd: (APP-4174, PR #408) make umdns call set config on respawn 
Previously, if umdns crashed/terminated for some reason, when it respawned
it would not have any config (and listen on any interfaces).

This has been fixed in upstream by adding a new callback to
procd (service_running), so we pull in these patches.
