DeFiDude 398f1775bc tauri: gate the in-app agent surface behind agent-gui (off by default) 
CLI-first beta manages bots via ratspeakd/ratspeakctl; gates the 24 agent Tauri commands and hides the settings panel by default, and marks the setup checklist's reply runner explicitly incomplete so config + a running daemon never read as a working bot.
