Ryan Tolboom 205c483a8e test: unit: add test for APRS 
This test uses the APRS Demodulator to decode raw int16 samples sampled
at 9600 Hz. It reads the data in chunks of APRS_BUF_SIZE and compares
the result to known values. The packets are 10 APRS message packets.
