Drop the redundant 'M17' prefix from namespace-level constants in Constants.hpp (SYMBOL_RATE, FRAME_SYMBOLS, SYNCWORD_SYMBOLS, FRAME_BYTES) and from private class constants in Modulator (TX_SAMPLE_RATE, SAMPLES_PER_SYMBOL, FRAME_SAMPLES, RRC_GAIN, RRC_OFFSET).
