Support config overrides using env variables

Browse source 
Override configuration values by setting PAT_* environment variables.
This is handy when deploying a containerized/scripted setup.

Syntax examples:
* PAT_MYCALL=LA5NTA
* PAT_ARDOP_ADDR="host:port"
