My understanding is that pyproject.toml is the "new" way to configure
Python tools. Although setup.cfg can't yet be removed (flake8 has
some issue with pyproject.toml), we can move the isort config here.

This patch prepares gdb for isort: it adds a couple of isort marker
comments where needed, and it adds an isort clause to setup.cfg.

I re-ran flake8 today and was puzzled to see W503 warnings.
Eventually I found out that the setup.cfg config overrides .flake8.
This patch merges the two and removes .flake8, to avoid future
confusion.

Tom Tromey pointed out that flake8 gives some warnings related to
formatting, such as:
python/lib/gdb/prompt.py:149:43: E203 whitespace before ':'
We don't care about those, since all our formatting is handled
automatically by black, so ignore these warnings.

Note that since the setup.cfg file is under the gdb directory, it will
be picked up if you run flake8 from the gdb directory like this:
binutils-gdb/gdb $ flake8 python
but not if you do:
binutils-gdb $ flake8 gdb/python
