Add a stub CONTRIBUTING.md pointing to the wiki Googling for 'edk2 pull request' did not find this wiki page: https://github.com/tianocore/tianocore.github.io/wiki/EDK-II-Development-Process Add it to CONTRIBUTING.md for more discoverability.
