Maintainers.txt: Remove SignedCapsulePkg

Browse source 
Remove SignedCapsulePkg from the following root workspace files:

- Maintainers.txt: Remove the SignedCapsulePkg section including the
  package name, file path (F:), and wiki URL (W:) entries.
- .git-blame-ignore-revs: Remove the SignedCapsulePkg uncrustify
  formatting commit (b878648967) from the blame ignore list.

SignedCapsulePkg is no longer used. The features provided by this
package have been superseded by FmpDevicePkg.
