ReadMe.rst: Update CI pipeline badges
Add badge rows for the Windows CLANGPDB, Ubuntu CLANGPDB, and Ubuntu CLANGDWARF toolchains in the Core CI and Platform CI sections. Remove stale IA32 badge entries for EmulatorPkg and OvmfPkg.
