MdeModulePkg/Library: introduce ArmFfaConsoleDebugLib
This patch adds ArmFfaConsoleDebugLib. A debug library that utilizes FF-A Console Log API to print debug messages to the console. This is useful in context of running the StandaloneMm payload as a S-EL0 SP on top of SPMC where StandaloneMm isn't allowed to access console device or no console device (e.x) Hafnium.
