sync patch r10864, r10865, r10866, r10876 from main trunk.
...
1. Update the Runtime and Smm library to restrict usage to DXE_RUNTIME_DRIVER and
DXE_SAL_DRIVER or DXE_SMM_DRIVER module types.
2. Update UefiRuntimeLib MODULE_TYPE to be DXE_RUNTIME_DRIVER.
