In preparation for the MarkdownLintCheck plugin being added to the
repo, this change defaults the plugin to `AuditOnly` mode in each
package. This allows package maintainers to enable the plugin as they
see fit.

Introduce ArmMmHandlerContext.h, which defines the ARM_MM_HANDLER_CONTEXT
structure passed to each MmHandler’s Context argument. This structure
provides:
- The current communication protocol type
- The service type
- Protocol-specific details
This enables MM drivers to differentiate requests from MM communication
versus DIRECT_MSG_REQ2, support both SPM_MM and FF-A v1.2, and determine
whether a request originated from the secure world.

StandaloneMmCpu driver is only used for Arm architecture and
StandaloneMmCoreEntryPointLib for Arm has specific implementation with
StandaloneMmCpu driver.
Move StandaloneMmCpu Driver and StandaloneMmCoreEntryPointLib for Arm
to ArmPkg.

Library/CompilerIntrinsicsLib was moved from ArmPkg to MdePkg.
Since MdePkg is passing EccCheck without needing to ignore
CompilerIntrinsicsLib, just remove it from ArmPkg.ci.yaml.
This fixes the error during "stuart_ci_build":

Adds an entry to the package's CI configuration file that enable policy
5 for stuart_pr_eval. With this Policy, all INFs used by the package are
extracted from the provided DSC file and compared against the list of
changed *.inf (INF) files in the PR. If there is a match, stuart_pr_eval
will specify that this package is affected by the PR and needs to be
tested.

Fix up a handful of uncrustify infractions and drop the AuditOnly
override for uncrustify so we get the same uncrustify CI coverage as
other packages.

Uncrustify checks are too rigid, making them counter-productive:
- it leads to code that is arguably harder to parse visually (e.g.,
the changes to ArmPkg/Include/Chipset/AArch64Mmu.h in commit
429309e0c6)
- it forces indentation-only changes to code in the vicinity of actual
changes, making the code history more bloated than necessary (see
commit 7f198321ee for an example)
- finding out from the web UI what exactly Uncrustify objected to is not
straight-forward.
So let's enable AuditMode for ArmPkg, so that interested parties can see
the uncrustify recommendations if desired, but without preventing the
changes from being merged. This leaves it at the discretion of the
ArmPkg maintainers to decide which level of conformance is required.

Node v10 incompatibility of current CI pipeline configuration.
This change updates ExtendedWords for ArmPkg with valid acronyms to avoid
