Replace traditional `#ifndef`/`#define`/`#endif` include guards with
`#pragma` once.
`#pragma once` is a widely supported preprocessor directive that
prevents header files from being included multiple times. It is
supported by all toolchains used to build edk2: GCC, Clang/LLVM, and
MSVC.
Compared to macro-based include guards, `#pragma once`:
- Eliminates the risk of macro name collisions or copy/paste errors
where two headers inadvertently use the same guard macro.
- Eliminate inconsistency in the way include guard macros are named
(e.g., some files use `__FILE_H__`, others use `FILE_H_`, etc.).
- Reduces boilerplate (three lines replaced by one).
- Avoids polluting the macro namespace with guard symbols.
- Can improve build times as the preprocessor can skip re-opening the
file entirely, rather than re-reading it to find the matching
`#endif` ("multiple-include optimization").
- Note that some compilers may already optimize traditional include
guards, by recognzining the idiomatic pattern.
This change is made acknowledging that overall portability of the
code will technically be reduced, as `#pragma once` is not part of the
C/C++ standards.
However, this is considered acceptable given:
1. edk2 already defines a subset of supported compilers in
BaseTools/Conf/tools_def.template, all of which have supported
`#pragma once` for over two decades.
2. There have been concerns raised to the project about inconsistent
include guard naming and potential macro collisions.
Approximate compiler support dates:
- MSVC: Supported since Visual C++ 4.2 (1996)
- GCC: Supported since 3.4 (2004)

Add a new header file to define RISC-V Namespace objects used by the
Configuration Manager.
Include the new header in the main Configuration Manager Object header
to ensure the definitions are available where needed.

The CREATE_CM_OBJECT_ID() and CREATE_TABLE_GEN_ID() macros shift an enum
by 31 bits. As enums are signed integers, this generates a portability
finding from cppcheck. To resolve the finding, we'll cast the enum values
to the type expected as output from the macro.

Remove the partial listing of the Arm Namespace object IDs
from and add a reference to the enum EARM_OBJECT_ID that is
used to describe the object in the ARM Namespace.
Also document that the Arch Common namespace objects will be
described using the enum EARCH_COMMON_OBJECT_ID.

Introduce an Arch Common Namespace so that the common
architectural objects can be defined under this namespace
in the Configuration manager. Also rearrange the namespace
IDs so that the Arch Common Namespace has a value of 0x1,
the Arm Namespace ID has a value of 0x2, and the Custom/OEM
namespace ID has a value of 0xF. Also introduce a helper
macro to create configuration manager objects in the Arch
Common Namespace.
The Arch Common Namespace shall contain objects like
Serial Port, PCI Bus information etc. It must not contain
Architecture specific components e.g. GICC which is Arm
architecture specific component and therefore must be
defined in the Arm Namespace.

The PPTT generator uses the configuration manager protocol to
obtain information about platform's processor topology and caches.
This data is then used to generate the PPTT table.
The table generator supports ACPI 6.3, PPTT table revision 2.
The dynamic PPTT generator also carries out extensive input
validation which includes cycle detection and MADT-PPTT
cross-validation. A number of architectural compliance checks
are also performed.

The dynamic tables frameworks core communicates with the
platform specific implementation using the configuration
manager protocol interface. The dynamic tables framework
core uses this interface to retrieve information required
for generating the firmware tables. This information is
represented in the form of objects, which are classified
as standard namespace objects, Arm namespace objects or
as Custom/OEM namespace objects.
The configuration manager objects provides a convenient
way for wrapping up the namespaces using a well defined
configuration manager object Id.
The configuration manager is a platform specific component
that collates the platform information required for generating
firmware tables and represents them as configuration manager
objects.
