Sami Mujawar 1fd1e30a52 ArmVirtPkg: ArmCcaRsiLib: Add RSI Features support 
The RMM Specification, version 1.0-rel0 provides an
interface RSI_FEATURES to query the RSI features
that have been implemented by the RMM.

Therefore, introduce a new function RsiGetFeatures
to query the features supported by the RSI.
