Longhaox Lee c2147ed33a CryptoPkg: EDK2 code update for Mbedtls 3.6.5. 
1. mbedtls_config.h header sync with 3.6.5 .
2. Implement mbedtls_ms_time() Get time in milliseconds.
3. Covert some CRT library to EDK Implement and CRT defined.
4. Added and remove file to sync.
