Levi Yun 15e8833355 ArmPkg/ArmPkg.dec: introduce gEdkiiTpmEventLogDescHobGuid 
When measured boot support is enabled in TF-A
the TPM event logs from TF-A are delivered by a GUID Hob
i.e. gEdkiiTpmEventLogDescHobGuid, which is part of the
the firmware handoff list.

To get this event logs, add gEdkiiTpmEventLogDescHobGuid.
