Rebecca Cran 97665a4ef0 MdeModulePkg: Bump the default SMBIOS version to 3.8 
Commit 7f505d377b in 2024 added the
Type 4 field SocketType. Bump the default SMBIOS version to 3.8
in order for the larger table size to be valid.
