Bob Morgan b58ce4c226 MdeModulePkg: Support conditional UFS initialization 
Add SkipHceReenable and SkipLinkStartup flags to
the EDKII_UFS_HC_PLATFORM_PROTOCOL to support
using a UFS controller that has already been
initialized.
