Pierre Gondois c6e088cafc BaseTools: Capsule: Remove unnecessary code 
Running the vulture tool on the Capsule folder gave the following
report. Remove the unnecessary code.

- Capsule/WindowsCapsuleSupportHelper.py:26:
  unused method 'RegisterHelpers' (60% confidence)
