vanjeff ea95449ffc Sync patches r13214, r13215, r13216, r13218, r13219 and r13292 from mail trunk. 
1. Add new extension PerformanceLib APIs to store ID info.
2. Enhance ACPI FPDT DXE and SMM driver to accept the extension boot records.
