Star Zeng 07b3c219af EmulatorPkg: Use SerialDxe in MdeModulePkg instead of EmbeddedPkg 
It is also to add GetControl/SetControl/SetAttributes implementation
for DxeEmuSerialPortLib.

(Sync patch r18967 from main trunk.)
