* Add new xmlrpc commands to test and change FLDIGI v3.22+ I/O
    interface.
  * Update 8PSK time table entries.
  * Remove st_mode struct table.
  * Validate available modems from time_table struct list
  * New routines in time_table.cxx to support modem validation check.
