cmake: update minimum version to 3.5 to support cmake-4.0 
cmake-4.0 dropped support for 3.2, thus increase minimal version to 3.5.
It built OK with 3.5.

aa3fe88c4f cmake: Fix exporting gr-rds symbols 
CMake adds a definition for `gnuradio_RDS_EXPORTS`, but the code was
recently changed to use `gnuradio_rds_EXPORTS` (no capitalization
of RDS) instead.

Fixes build with MSVC.
