Internet-independent comms over the operator's ham license + 40ft tower. Encodes the governing legal reality: Part 97 forbids encryption and mandates callsign ID, so ham RF buys resilience, NOT privacy. The private half lives on unlicensed ISM/LoRa (Reticulum/Meshtastic), which Part 15 permits to encrypt. Two axes, two media. Key integration: AREDN mesh + MeshPhone run SIP/IAX2 over ham microwave on the SAME Asterisk from PSTN-INTEGRATION.md, so the phone system gains an internet-independent transport by config, not new infra. Adds HF outbound (Pat/Winlink, JS8Call) and a labelled autopatch seam. |
