edk2 is moving to VS2026 for the MSVC toolchain,
as such, upgrade the Windows BaseTools build default
from VS2022 -> VS2026.

Currently, Edk2BaseToolsBuild.py cleans before doing the build
on Linux, but doesn't do so on Windows.
It has been observed on Windows that the incremental build can
lead to a bad state of some logic from the old build and some from
the new build.
This commit aligns Windows to Linux and always do a clean before
building on both OSes.

Update Edk2ToolsBuild.py to support using Linux/CLANG and
Windows Mingw/CLANG environments to build C tools within
the BaseTools directory. The environment variable settings
CC=clang and CXX=clang++ must also be set before running
Edk2ToolsBuild.py to enable the use of the clang compiler.
PATH must also be set to include the path to the installed
version of clang and clang++ to use. If CC and CXX are not
set, the the default compiler is used.
When Mingw CLANG environment is being used, CLANG_BIN must
be set to the path to the CLANG tools so the mingw-make.exe
utility can be used to process BaseTools makefiles.

edk2 is dropping support for the ARM32 architecture. This
commit removes ARM32 code from BaseTools.

This change added the build script to cross compile the base tool
binaries for Linux ARM/AARCH64 systems.
The needed libuuid system library is pulled from source file and rebuilt
to support the corresponding library dependencies. Individual tools'
makefiles are also updated to link the cross compiled library as well.
The EDK2 base tool build script was also updated to support such change.
This was tested functional on Linux ARM host system.

This change adds the support of crossbuilding basetool for Windows ARM/
ARM64 systems, which will enable the generally available pipeline agents
to build binary tools and make releases as they see fit.
The EDK2 base tools build script is also updated to support cross
compilation using this script.
The crossbuilt binary output is tested on Windows ARM based hardware
systems.

as that is the latest supported VS toolchain on edk2.

Current implementation of looking up toolchain will _insert_ the findings
from vsvarsall.bat to existing path and potentially stuff the variable to
exceed the length of maximal path length accepted by Windows.
This change updated the logic to use the discovered shell varialbes to
replace the existing path, which is desirable in the specific use case.
